QUESTION: Thumbnail application

Hey, all.
I'm looking to take some of my photos and fire them up on the web.
Part of the process will involve creating thumbnails.
To this point, the best thumbnail creation program I've come across is
Express Thumbnail Creator, because of its ability to do batch
processing, shrink to any size you want (including just a slight
reduction in size as opposed to little tiny thumbnails), and the fact
that the output files are very small. Surprisingly small.
ThumbsPlus maxes out at 600 pixels. I know that's not a thumbnail size,
but Express is more flexible in this regard.
The version of Express I've been using does not retain EXIF, however.
But the new version apparently does.
Before I go grab this thing, I thought I'd see if anyone else had
strong recommendations for other thumbnail creation software.
Requirements are:
-Good use of compression, so small output file size
-Ability to resize to very small images, or only slightly smaller than
original
-Batch processing
-Retains EXIF.
Recommendations appreciated!

Ahhh - Go to Batch conversion/rename instead of thumbnails, you can specify
any combination of size - quality - resampling and whether to keep exif
details!!
You just have to know how the programme works! it is worth learning - won't
take long!

I'm using 3.98.
I go File/Thumbnails (new window appears) - then:
Options / Set Thumbnail Options
Thumbnail Size dropdown maxes out at 600x600.
I'll keep looking, but that's all I see so far...

You must have a very eary version of Irfan. Mine (3.5 and that's 'old'!)
allows you to set (advanced options) any size.

Looks like Irfanview maxes out at 600x600. Not a problem if you're
really after Thumbnails, but I often want to resize a bunch of images
to, say, 800x600, for emailing.
Express Thumbnail Creator has no maximum size ceiling, _and_ retains
EXIF.
I wonder if a Photoshop Action would be my next best bet.

Huh. Well, ain't that a nice surprise. I've used IrfanView a little bit
in the past, but never spent much time with it because all I saw it as
was a viewer, and ACDsee 2.43 Classic is still "it" for me, as jpg
viewers go.
