how can i make similar image with photoshop (or gimp)?

IN PS
crop the photo
add a mask to it
paint on the mask in black with a scratchy/texture brush (download at Adobe
Exchange)
add text layers
add a layer and use light blue make less than opaque,make some stars and the
birds
