NEED ADVICE ON A FILTER, BOYEEEZ...PLEEZE!

Hi I need to make a picture look as if you are looking at it on a
television screen. I know you have seen the effect on web grapics
before. Can you tell me the name of the filter or send it to me or
tell me where i might get it? I use PSP or photostudio2000. I
(thought) it was called "sine waves"? If you could help I would show
my graTITudeS........hehe thanks SUSIE
