Darken lights in picture

Hi, I have a picture and I just want to darken some lights that are a little
too bright. How is the best way to do that without darkening the whole
picture? I'm using CS2.

Or - apart from Tacit's suggestion, you could try Shadow/highlights with
shadows on zero, try adjusting highlights!!

Select the areas you want to darken, then darken them with
Image->Adjust->Curves.
