Some photoshop guru in here?

Hey I am looking for a way to smear or double edges with a plugin or other
way... For example a hand on a plain background i want only the outer edge
to be smeared or doubled out. ? Is there an easy automatic way to do this
in photoshop?

Well I don't want to blur or motion blur the edge (that way the info of the
background will come inside and mix up)... I rather want to blow up so no
info of the outeredge is in the smear or blur ...

Play with the blur filters, try motion or radial blur on the bottom layer
