How do you add hyperlinks to text within a GIF file?

I'm a newbie to graphic animation using Photoshop. I was wondering if
there is a way within Photoshop to add hyperlinks to the text embedded
within the GIF file?

animate frames or something
enter the url
save optimized as...
with html file
